There is a lookup value which will apply ALL field rules automatically without having to manually apply the selected field rules for each mailing. This can be found in Mailing--> Auto Run Apply All Field Rules.

When set to yes all of the field rules are run after you select the Merge Options in the Mailing.

Please note that you can add exemptions to this auto apply by ticking the Exclude from Auto Apply checkbox for that Field Rule.
